For over 16 years, Mr. Sarfati has served as a Board Certified Speech Language Pathologist. Mr. Sarfati is the developer of the patented APEX SpeechCare System and APEX Telemedicine Remote Rehabilitation System. Each system consists of cutting-edge treatment protocols for Speech, Language & Communication Disorders. In addition, Mr. Sarfati possesses extensive field experience in both private practice and in a variety of hospital settings.

Mr. Sarfati is a member of American Speech-Language & Hearing Association (ASHA), Young Presidents Club of Mount Sinai Medical Center, International Fluency Association, National Stuttering Association (Founding President of Hallandale Chapter Support Group), and has served as an Expert Panel Member of the International Stuttering Association from 2013 to 2014. Over the past decade, Mr. Sarfati has received multiple ACE Awards from ASHA for “Continuing Professional Education Beyond an Academic Degree” for the years: 2004, 2005, 2006, 2007, 2008, 2009, 2011, 2012, 2013, 2014, 2015.
Mr. Sarfati was the Director of the program provided by APEX Systems to the Florida Department of Education “No Child Left Behind” from 2008 to 2012, earning the service designation: “Excellent”
MAURICE TZORFATI CEO & Founder
In 1995, he founded APEX Systems Inc., a healthcare company that specializes in research and development of rehabilitative treatment protocols, and clinical equipment, for neurogenic speech-language and communication disorders based on neuroscience technologies.
Maurice Tzorfati has over 45 years in international business experience at the executive level, 20 of which in the medical field. Amongst others, he held the position of Commercial Manager, and Operations Manager, for Alitalia, in Israel, Italy, India, and Hong-Kong; Director of International Finance at Turan Bank in Luxemburg; Member of the Board of Directors of C.A.L. Airline, Israel; President and Director of Corporate Development of Eurotrust Ltd in Moscow, Paris, and London. Mr. Tzorfati holds an MBA in Economics and Business Management from the University of Tel-Aviv, Israel.

DAVID L. GALBUT, M.D.
Dr. Galbut has been practicing for over 40 years and specializes in Cardio-vascular and Thoracic Surgery. Currently, he is the Chief of Cardiovascular and Thoracic Surgery at Jackson Memorial Health Community of Physicians. Dr. Galbut's is affiliated with several of South Florida preeminent hospitals including: Aventura Medical Center, Jackson North Hospital, North Shore Hospital, Doctor's Hospital, South Miami Hospital and The University of Miami Medical Center.
Dr. Galbut is a Fellow for the American College of Surgeons and American College of Cardiology, American College of Chest Physicians, along with the Southern Thoracic Surgical Association. Further, Dr. Galbut is a member of the Society of Thoracic Surgeons (AMA), the American Heart Association, International Society of Heart Transplantation, the Florida Society of Thoracic and Cardiac Surgeons and Miami- Dade County Medical Association.
LEONARD COHEN MD
Dr. Cohen is a general neurologist specializing in behavioral neurology and dementia (e.g. Alzheimer’s); Parkinson’s disease and other movement disorders; epilepsy; headache and MS.
Dr. Cohen is a neurologist practicing in Aventura for the past 15 years. Amongst other duties Dr. Cohen was the past Chief of Medicine and Vice Chief of Staff at Aventura Hospital. He also initiated the stroke service. Dr. Cohen has a private practice that offers a wide array of tests and investigations, conducts clinical trials and offer Botox for neurological diseases.
Dr. Cohen is board certified in South Africa, and the United States since 1998 with the American Board of Psychiatry and Neurology. He completed his residency at the University of Miami.
DIEGO I. SCHMUELS, M.D., M.P.H., M.S.N.
Dr. Shmuels earned his Doctorate in Medicine from the Colegio Mayor Del Rosario School of Medicine in 1996. He obtained his Bachelors and Masters Degree from AIUB, Brooklyn, NY, in 2007. Subsequently, Dr. Shmuels earned his certification as an HIV specialist from AAHIVM, Washington D.C., in 2008.
Dr. Shmuels obtained a Master’s Degree in Public Health from Florida International University, Miami, Florida, in 2013. He is the Director of Quality Outcomes and Performance Improvement for the Borinquen Health Care Centers. Dr. Shmuels devoted his career to improving the quality of care rendered to patients, thus providing Apex with a wealth of knowledge regarding its reporting process and quality control.
NORMAN M. PALGON, M.D
Dr. Palgon earned his doctorate in 1978, and completed his Residency in Internal Medicine from Brookdale Hospital Medical Center, in Brooklyn, NY. Dr. Palgon completed his fellowship focusing upon Oncology and Hematology and is a member of the American College of Physicians. Since 1981, Dr. Palgon has been recognized as a Diplomat for the American Board of Internal Medicine, and a Diplomat for the American Board of Medical Oncology. He is a Diplomat for the American Board of Internal Medicine, and Geriatric Medicine. Dr. Palgon's wealth of experience in medical issues enhances the value of our research and quality of our treatment technology.
